During his 16-year tenure at Medco Health Solutions / Express Scripts, Bill held various leadership positions, including Executive Director of Master Data Management. He managed a budget of over $61M for implementing an enterprise MDM solution, which achieved significant improvements in patient data and eligibility coverage processing. Bill’s ability to lead cross-functional teams and align IT strategies with business objectives played a crucial role in enhancing Medco's information management and business intelligence competencies, ultimately supporting the company's growth targets and improving productivity.

In his role as Head of Enterprise API Product & Platform Management and Vice President at Broadridge Financial, Bill led the development and implementation of a comprehensive enterprise API solution. Under his leadership, the API gateways managed over 35M transactions monthly processing trillions of trade settlement activities for Fortune 100 companies. Bill’s strategic vision and innovative approach resulted in improved developer productivity, enhanced API governance, and the successful launch of Broadridge’s Enterprise API gateway and developer portal.

At Prudential Financial, Bill served as Chief Information Officer and Vice President of Enabling Solutions within Corporate Technology. He led the creation of a commercial-grade automation framework, driving operational efficiencies and capital savings through the deployment of 100+ digital workers. His leadership in managing a global team and implementing Agile best practices resulted in significant reductions in development-to-deployment timelines allowing for more rapid achievement of operational efficiencies and productivity outcomes. In addition, Bill's strategic oversight of records management ensured compliance with regulatory requirements across multiple countries and enhanced Prudential's data management capabilities.

Upon joining Prudential, Bill was instrumental in transforming their Group Insurance segment of business for their IT software delivery practice. Insuring more than 23M individuals, Bill led a large international team transforming Prudential’s technology delivery into a high quality, rapid, and repeatable deployment model enabling overall growth of sales and operating income by a factor of 5X for Group Insurance.

Bill's early career included pivotal roles at The Great Atlantic & Pacific Tea Company and Bell Atlantic / Verizon, where he honed his skills in systems analysis and programming. He holds a Bachelor's degree in Computer Science from Rutgers University / New Jersey Institute of Technology and has completed executive leadership training at Columbia University. His professional development includes certifications in Project Management, CMMI, Lean Six Sigma, and various programming and database management courses from New York University.
